Independent Investigation and Loss Assessment Case Study of Long-Term Ceiling Water Seepage in a Commercial Shop

A commercial shop on Soy Street, Mong Kok, experienced continuous ceiling dripping starting from April 2026, without pause regardless of weather conditions. The shop owner faced deteriorating premises and uncertain repair costs. SILVER SURVEYORS was engaged to conduct an independent investigation, ultimately identifying the source as a leaking fresh water supply pipe from the upper floor unit, and providing a comprehensive loss assessment. This case study documents the entire process from initial complaint to final compensation evaluation.

Case Background: Persistent Ceiling Dripping Causing Ongoing Disruption to a Shop Owner

Located at Shop No. 15, G/F, Hung To Building, Soy Street, Mong Kok, Kowloon, this ground-floor commercial unit had been operating as a neighbourhood business. In April 2026, the owner first noticed signs of water seepage on the ceiling. Initially attributing it to rainy weather, the owner soon realised the problem persisted even on dry, sunny days — the dripping never stopped.

The owner described the situation as feeling like "a tap that had not been fully turned off, running day and night." At its worst, the ceiling was dripping at approximately 70 drops per minute. Multiple areas of the ceiling showed extensive water stains, peeling paint, and the beginnings of mould growth. For a business owner trying to run a shop, this meant not only disrupted operations but also growing concern about potential damage to the electrical system and the risk of short circuits.

The owner approached the building management office and attempted to communicate with the upstairs neighbour, but the leakage problem remained unresolved. With no other option, on 5 August 2026, the owner engaged SILVER SURVEYORS to conduct an independent site investigation, hoping to determine the exact source of the leak, establish responsibility, and obtain a reliable estimate of repair costs.

Investigation Process: Scientific Methods Used Step by Step to Trace the Source

The SILVER SURVEYORS team deployed several detection methods during the on-site investigation, working systematically to trace the origin of the water.

First, a high-definition infrared thermal imaging camera was used to scan the entire ceiling area. This device works like a heat-sensitive camera, detecting temperature variations across the surface. Because wet areas tend to be cooler than dry areas, the presence of trapped moisture appears as blue or purple patches on the thermal image. The results revealed significant moisture accumulation beneath three specific areas of the ceiling — Areas A, B, and C — all located directly below the fresh water supply pipes serving the upper floor unit.

Next, an electrical conductivity moisture meter was used to take readings at multiple points across the ceiling. The majority of these measurement points recorded extremely high or elevated moisture levels, confirming that a substantial amount of water had accumulated within the ceiling structure.

Water samples were collected from the dripping ceiling for laboratory analysis, testing for salinity and ammonia (urea) content. All three samples tested as fresh water, showing no detectable salt or ammonia. This indicated that the leaking water was not from a salt water supply pipe or a sewage drainage pipe, but rather from a fresh water supply pipe.

Finally, a visual inspection was conducted. All exposed pipes within the shop premises belonging to the owner were found to be in good condition with no signs of leakage. However, the ceiling continued to drip steadily at multiple locations, with the rate and pattern consistent with a pressurised pipe leak. A building common drainage pipe located inside the wall near the shop entrance was also examined and showed no signs of leakage whatsoever.

After compiling all the evidence, the conclusion was clear: the fresh water supply pipe serving the upper floor unit had developed a leak, allowing water to travel through the floor slab and accumulate in the ceiling of the ground-floor shop, causing damage across three separate areas.

Outcome and Compensation: Clear Loss Assessment Giving the Owner Certainty

Once the source was identified, the next step was to assess the extent of the damage and calculate the necessary repair costs. Based on the affected ceiling areas (approximately 72 square feet each for Areas A, B, and C, totalling around 216 square feet) and the required restoration work, SILVER SURVEYORS prepared a detailed repair proposal and cost estimate.

The recommended repair scope included: cutting away and removing loose concrete from the affected areas down to the reinforcement, applying anti-corrosion treatment to exposed steel bars, patching and restoring the opened-up sections, replastering and repainting the ceiling, and inspecting and repairing any electrical systems that may have been compromised by prolonged exposure to moisture. In addition, the fresh water supply pipes in the upper floor unit would need to be completely replaced to permanently resolve the leakage.

The total estimated repair cost arising from this leakage incident was assessed as:

HK$178,006.96

This amount comprised:

Insurance and protective works: approximately HK$10,000

Restoration labour and materials (including contractor profit margin): approximately HK$157,267.76

Demolition and debris removal: approximately HK$10,739.20

With this independent loss assessment report in hand, the shop owner now has a solid basis for pursuing a compensation claim against the upper floor unit or filing an insurance claim, without having to guess the figures or worry about being challenged over inflated or inaccurate estimates.

Practical Advice for Property Owners Facing Similar Issues

If you are experiencing ceiling seepage, damp walls, or unexplained water ingress, here are some practical steps to consider:

Do not delay: The longer a leak continues, the more structural damage accumulates, and repair costs will only increase over time.

Document everything: Take photographs and videos, and record the frequency and timing of dripping. This information helps investigators assess the situation more efficiently.

Engage an independent third party: Building management or neighbours may not always cooperate. An independent survey report provides an objective basis for determining responsibility and avoiding disputes.

Arrange water sample testing early: Analysing the chemical composition of leaking water can quickly indicate whether the source is a fresh water pipe, salt water pipe, or sewage pipe, significantly narrowing the scope of investigation.
